Tariffs and reshoring
Moving
Dozens of tariff orders, then a partial rollback. A press-release factory is not a payroll.

Reciprocal tariffs. Hard lines on China, steel, and cars. Deals that bring plants back.
What happened
- Section 232 and Section 301 duties still described as in force after February 20, 2026.
- De minimis exemption still described as suspended.
- A live, frequently amended tariff docket.
Ballotpedia’s trade docket, current as of October 13, 2026, counts 44 executive orders, 6 memoranda, and 29 proclamations on trade and tariffs in the second term, as of September 9, 2026. A reciprocal-tariff order was issued April 2, 2025.
A legal compilation of the order list says that on February 20, 2026, an order titled Ending Certain Tariff Actions stopped collecting the duties that had been based on the International Emergency Economic Powers Act across nine earlier orders. Section 232 duties on steel and aluminum, and Section 301 duties on China, stayed. So did the suspension of the de minimis exemption on low-value shipments. The underlying emergency declarations were not canceled. Read that as a summary of the orders, and read the orders before you plan a purchase around them. This term rewrites tariffs often.
Later 2026 actions in the Ballotpedia table include a June 3 customs-enforcement order, an April 2 proclamation putting a 100 percent duty on listed patented drug imports with a zero-tariff annex, September Canada-specific proclamations, and a September 4 order on beef labeling.
The White House says more than 20 trade deals and very large investment “commitments,” including a September results release. A commitment is an announcement. It is not a finished plant with a payroll. Count the building when it opens.
What is holding it up
Tariffs are mostly the president’s pen, so Congress was not the choke point. The February rollback is the evidence that one legal theory behind the broadest duties did not hold as a durable tax. Allies retaliate. If Congress wants the pen back, a new trade statute is ordinary legislation and faces the 60-vote Senate. The House majority is also thin enough that a few defections stop a bill.
Still ahead
- IEEPA reciprocal duties were turned off in February 2026, per the order summary.
- Reshoring claims are commitments, not completed output.
